Clear answers for international investors
The Portugal Golden Visa remains available in 2026.
But the programme has changed considerably over the years. Real estate is no longer an eligible investment, the investment fund route has become the main capital-based option, the cultural route remains available, and Portugal changed its nationality rules in 2026.
This page answers the questions we receive most frequently from international investors and their families.
No sales language. No unnecessary complexity. Just the answers.
THE PROGRAMME
Is the Portugal Golden Visa still available in 2026?
Yes.
Portugal's Golden Visa, officially the Residence Permit for Investment Activity or ARI, remains open to qualifying non-EU investors.
The programme was not abolished when the real estate route ended in 2023. Several investment routes remain available.
Can I still obtain a Portugal Golden Visa by buying property?
No.
Direct or indirect real estate investment is no longer an eligible route for new Portugal Golden Visa applications.
Buying a house in Portugal and obtaining a Golden Visa are now two separate decisions.
What are the main Portugal Golden Visa investment options in 2026?
For most private investors, the two routes worth considering are:
1. Investment Fund Route — €500,000
A minimum €500,000 investment into qualifying Portuguese investment funds.
2. Cultural Route — €250,000 or €200,000
A qualifying contribution to artistic production or the preservation of Portuguese cultural heritage.
The standard threshold is €250,000. Certain qualifying projects in low-density territories may benefit from a 20% reduction, reducing the minimum contribution to €200,000.
Other routes involving scientific research, job creation or corporate investment also exist but are less commonly used by private international investors.
THE €500,000 FUND ROUTE
How does the Portugal Golden Visa fund route work?
The investor places at least €500,000 into one or more qualifying investment funds.
The funds must satisfy the legal requirements applicable to the Golden Visa, including requirements relating to their structure, investment activity, maturity and exposure to Portuguese companies.
The investment remains an investment asset owned by the investor. It is not a government fee or donation.
Can I split the €500,000 between several funds?
Yes.
Portugal does not require the full €500,000 to be invested into a single fund.
An investor may build a portfolio across several qualifying funds, provided the total qualifying investment reaches at least €500,000 and each investment satisfies the applicable Golden Visa requirements.
At MFG Consultants, we generally prefer portfolio construction over unnecessary concentration in a single manager or strategy.
Is €500,000 the minimum investment or does each fund require €500,000?
€500,000 is the total Golden Visa investment requirement.
It can be allocated across multiple qualifying funds.
Individual funds may, however, impose their own minimum subscription amounts. Many funds accessible to Golden Visa investors have minimum tickets around €100,000, although this varies.
Are all Portuguese investment funds Golden Visa eligible?
No.
A fund being Portuguese or regulated does not automatically make it eligible for the Golden Visa.
The fund must comply with the specific requirements established for the programme.
Eligibility and investment quality should also be treated as two different questions.
A fund can satisfy immigration requirements and still be a poor investment.
Are Golden Visa funds regulated?
Qualifying Portuguese investment funds operate within Portugal's regulated investment-management framework and are generally supervised by the Portuguese Securities Market Commission, CMVM.
However, regulation does not eliminate investment risk.
Fund strategy, manager quality, leverage, concentration, valuation methodology, liquidity and exit assumptions still need to be analysed.
Is my €500,000 guaranteed?
No.
The fund route is an investment, not a capital-guaranteed deposit.
Depending on the fund, investors may make money, preserve capital or lose part of their capital.
Any adviser presenting every Golden Visa fund as "safe" is ignoring the basic reality of investing.
What are the main risks of the Golden Visa fund route?
The risks depend on the fund but normally include:
manager risk,
market risk,
portfolio concentration,
liquidity,
valuation risk,
leverage,
duration,
execution risk,
and the ability of the fund to exit its investments on acceptable terms.
The immigration eligibility of a fund does not remove any of these risks.
What happens if my fund performs badly?
Your Golden Visa and your investment return are separate issues.
The immigration requirement is based on maintaining a qualifying investment. It does not guarantee the financial performance of that investment.
This is why fund selection should be treated as an investment decision rather than simply an immigration formality.
What happens if my fund reaches maturity before I finish the Golden Visa process?
The qualifying investment generally needs to be maintained for as long as the investor relies on it to maintain and renew the Golden Visa.
If a fund exits, liquidates or ceases to qualify before the relevant immigration requirement has ended, the situation should be reviewed before proceeds are withdrawn or reinvested.
Fund duration therefore matters.
A five-year investment vehicle is not automatically appropriate simply because the Golden Visa has historically been described as a five-year programme.
Can I exit my Golden Visa fund early?
Possibly from an investment perspective, depending on the fund's terms.
But doing so may affect the immigration qualification if the required investment is no longer maintained.
Never treat fund liquidity and Golden Visa eligibility as the same question.
THE CULTURAL ROUTE
What is the Portugal Golden Visa cultural route?
The cultural route allows an investor to qualify through a contribution supporting artistic production or the recovery or maintenance of Portuguese cultural heritage through qualifying entities and projects.
The standard minimum contribution is €250,000.
Is there really a €200,000 Portugal Golden Visa?
Yes, in qualifying cases.
The cultural investment threshold can be reduced by 20% when the qualifying activity is carried out in an eligible low-density territory.
That reduces €250,000 to €200,000.
Availability depends on suitable qualifying projects and should be confirmed before an investor proceeds.
Is the cultural contribution an investment?
Usually it should be viewed economically as a contribution rather than an investment seeking a financial return.
There is normally no investment capital to recover at the end and no financial return.
That is precisely why some investors prefer it.
The cost is known from the beginning and there is no ongoing market, manager, liquidity or exit risk associated with recovering an investment portfolio.
Which is better: the €500,000 fund route or the €200,000/€250,000 cultural route?
They solve different problems.
The fund route requires more capital but the investor owns an investment asset that may generate a return and may ultimately return the invested capital.
The cultural route requires substantially less capital but the contribution should generally be treated as a cost rather than a recoverable investment.
For an investor with €500,000 available for long-term investment, the fund route may make economic sense.
For someone whose priority is reducing the amount committed to obtaining the residence permit and who does not want investment exposure, the cultural route may be more appropriate.
The correct comparison is therefore not simply €200,000 versus €500,000.
It is cost versus invested capital, risk versus certainty, and capital recovery versus simplicity.
RESIDENCE AND LIFESTYLE
Do I have to live permanently in Portugal?
No.
This is one of the main differences between the Portuguese Golden Visa and conventional residence programmes.
The Golden Visa allows investors to maintain their primary home, career, business and lifestyle elsewhere while maintaining Portuguese residence rights, provided they comply with the programme requirements.
How many days do I need to spend in Portugal?
The Golden Visa requires a minimum stay of seven days during the first year and fourteen days during each subsequent two-year period.
This is a minimum immigration requirement.
Investors are free to spend considerably more time in Portugal if they choose.
Can I continue living in the United States, UAE, Singapore, Hong Kong or another country?
Yes.
The Golden Visa does not require Portugal to become your principal country of residence.
You can generally continue living and working elsewhere while maintaining your Portuguese residence permit, provided the Golden Visa requirements continue to be met.
Can a Golden Visa holder live and work in Portugal?
Yes.
The Golden Visa is a Portuguese residence permit and allows its holder to reside in Portugal and exercise the rights associated with that residence status, subject to applicable law.
Can I travel within Europe with a Portuguese Golden Visa?
A valid Portuguese residence permit allows its holder to travel within the Schengen Area in accordance with the applicable Schengen rules.
It is important to distinguish this from EU citizenship.
A Portuguese residence permit is not a Portuguese passport.
FAMILY
Can my family be included in the Portugal Golden Visa?
Yes.
Eligible family members can generally obtain residence permits through family reunification.
This can include a spouse or partner and qualifying dependent family members.
The eligibility of children, parents and other dependants should be reviewed individually because age, dependency and family circumstances matter.
Does each family member need to make a separate €500,000 investment?
No.
The qualifying investment is made by the principal investor.
Eligible family members can normally be included through family reunification without each making a separate €500,000 investment.
Do family members also need to meet the minimum-stay requirement?
Family members holding residence permits associated with the Golden Visa must comply with the requirements applicable to their own residence permits.
Individual circumstances can differ, particularly for dependent children.
TAX
Does obtaining a Golden Visa automatically make me tax resident in Portugal?
No.
Immigration residence and tax residence are different concepts.
Simply holding a Portugal Golden Visa does not automatically make someone Portuguese tax resident.
When could I become Portuguese tax resident?
Under the general Portuguese rules, an individual may become tax resident if, among other circumstances, they spend more than 183 days in Portugal during the relevant 12-month period or maintain a home in Portugal in circumstances indicating an intention to occupy it as their habitual residence.
Tax circumstances should always be reviewed individually, particularly for internationally mobile families.
Can I own property in Portugal without becoming tax resident?
Yes.
Buying property in Portugal does not automatically make someone Portuguese tax resident.
However, the way the property is used and the individual's wider circumstances can be relevant to determining tax residence.
AFTER FIVE YEARS
What happens after five years of the Portugal Golden Visa?
The Golden Visa and Portuguese citizenship should no longer be treated as having the same timeline.
After the required period of legal residence, an investor may potentially become eligible to apply for permanent residence, provided the applicable legal requirements are satisfied.
Citizenship now follows a different timeline under the nationality rules introduced in 2026.
Can I obtain permanent residence after five years?
Portuguese law provides a route for qualifying residence-permit holders, including Golden Visa investors, to apply for permanent residence after the applicable period of legal residence, subject to the requirements in force at that time.
Permanent residence and citizenship are separate legal statuses.
Do I need to keep the €500,000 investment forever?
No.
The qualifying investment must generally be maintained while the investor is relying on that investment for the Golden Visa and its renewals.
Once the investor has moved from the Golden Visa to another independent residence status, such as permanent residence, the Golden Visa investment-maintenance requirement should no longer be the basis of that residence status.
The timing of any exit should nevertheless be coordinated with the immigration process before capital is withdrawn.
CITIZENSHIP
Can I still obtain Portuguese citizenship through the Golden Visa?
Potentially, yes.
The Golden Visa provides legal residence in Portugal. Legal residence may eventually contribute towards eligibility for Portuguese citizenship by naturalisation.
But the Golden Visa itself does not grant citizenship automatically.
Can I obtain Portuguese citizenship after five years?
For most new Golden Visa investors, no.
Portugal changed its nationality law in 2026.
Under the rules currently in force, the general residence requirement for naturalisation is:
7 years of legal residence for nationals of Portuguese-speaking countries and citizens of EU Member States; and
10 years of legal residence for other foreign nationals.
Other legal requirements also apply.
Does the citizenship clock start when I submit my Golden Visa application?
Not under the nationality rules currently in force.
The 2026 changes removed the previous provision that credited the waiting period following submission of a residence-permit application.
Nationality eligibility is now based on qualifying periods of legal residence.
The exact starting date should therefore be confirmed for each individual case based on the person's residence history and legal status.
Does this mean the Golden Visa no longer makes sense?
Not necessarily.
It means the investment decision should not be based on the idea that someone is buying a Portuguese passport in five years.
The Golden Visa is first a residence and optionality strategy.
It allows an international family to obtain Portuguese residence rights without having to relocate permanently to Portugal.
Permanent residence may become available earlier than citizenship.
For many internationally mobile families, that distinction matters more than the passport itself.
Is Portuguese citizenship guaranteed after the required residence period?
No.
Reaching the required residence period creates potential eligibility to apply.
Citizenship remains subject to the legal requirements applicable at the time of application, including requirements relating to language, integration, legal history and other statutory conditions.
No professional adviser should guarantee future citizenship.
PROCESS
Do I need a Portuguese tax number?
Yes.
A Portuguese NIF — Número de Identificação Fiscal — is normally one of the first practical steps in setting up the Golden Visa process.
Do I need a Portuguese bank account?
A Portuguese banking relationship is commonly used to establish the required investment and source-of-funds trail.
The precise structure can depend on the investment route and financial institution involved.
Should I choose the investment before starting the legal process?
Not necessarily.
The legal, banking and investment workstreams can partly run in parallel.
What matters is that the investor understands both the immigration requirements and the investment before capital is committed.
How long does the Portugal Golden Visa process take?
There are two different timelines.
The preparation stage — NIF, banking, compliance, investment and application preparation — can generally be completed relatively quickly when documentation is available.
The immigration-processing timeline depends on AIMA and can vary materially.
We do not recommend making an investment decision based on a promised biometric or card-issuance date that nobody outside AIMA controls.
Is the Golden Visa application online?
The initial process is registered through Portugal's ARI system, with supporting documentation submitted as part of the immigration procedure.
Biometric attendance in Portugal is subsequently required as part of the residence-permit process.
CHOOSING AN ADVISER
Should my immigration lawyer choose my Golden Visa investment fund?
We do not believe so.
Immigration law and investment analysis require different skills.
A lawyer should determine whether the legal structure and application comply with Portuguese immigration law.
An investment professional should analyse the investment, manager, portfolio, risk, liquidity and expected return.
At MFG Consultants, we deliberately separate those functions.
Does MFG Consultants work with only one Golden Visa fund?
No.
We analyse a broad market of qualifying Portuguese funds rather than starting with a single product that we need to sell.
Depending on the investor, a portfolio may combine several managers and strategies.
The investment should fit the investor. The investor should not be made to fit the fund.
How many funds can MFG Consultants analyse?
Our working universe includes approximately 90 Portuguese investment funds and strategies.
Not every fund is suitable for every investor, and we do not recommend investing simply because a product qualifies for the Golden Visa.
We analyse structure, manager, strategy, portfolio, concentration, liquidity, duration, valuation, risk and exit before constructing a portfolio.
Does MFG Consultants receive compensation from investment managers?
MFG Consultants may have commercial arrangements with investment providers.
Those arrangements are confidential and do not replace our obligation to assess whether an investment is appropriate for the client.
Across the fund universe we work with, economics are broadly comparable. We do not believe changing an investment recommendation to earn a marginally different commercial fee is either professional or compatible with a long-term advisory business.
The investor comes first.
Who handles the legal work?
Our Portuguese legal team handles the immigration process.
Our investment team handles investment analysis.
We do not have lawyers selecting investments for clients and we do not have investment professionals providing legal advice.
WHY INVESTORS USE MFG CONSULTANTS
MFG Consultants was founded in Portugal in 2012.
Since then, we have worked with international investors and families from more than 25 nationalities, supported more than 2,500 processes and worked with more than 500 Portugal Golden Visa families.
More than €450 million has been allocated in Portugal through clients we have advised.
Our role is not simply to obtain a residence card.
We help investors decide:
Which residence strategy makes sense.
Which investment route makes sense.
How much capital should be exposed.
Where that capital should be allocated.
What happens after the Golden Visa.
Because residence planning and investment planning are connected.
But they are not the same decision.
Not sure whether the fund route or cultural route makes more sense?
A €500,000 fund investment and a €200,000–€250,000 cultural contribution have very different economics.
One puts capital at risk with the objective of eventually recovering it and potentially generating a return.
The other reduces the initial financial commitment but should generally be treated as a known cost.
We can model both options around your capital, family objectives, risk profile and expected holding period before you make a decision.
