Italy Investor Visa: Government Bonds or a Bond Fund?

For Italy's Investor Visa, a proposal described as 'Italian bonds' needs a closer look. Establish whether you would hold securities issued by the Italian government or units in a fund that invests in bonds. Similar portfolio exposure does not make them the same instrument, and a product's name does not establish its immigration eligibility.

The government's Invest in Italy overview lists a government-bond investment of at least EUR 2 million. That is an investment threshold, not a complete family budget or a replacement for the applicant's separate eligibility and financial-resource assessment. Our broader Italy Investor Visa guide introduces the residence route; this article focuses on identifying and evaluating a proposed bond holding.

Identify what you would actually own

Request the exact instrument name, issuer, identification code, currency and maturity date. Ask the bank or investment professional to explain what would appear in your securities account after the transaction. 'Italian', 'government' and 'bond' in a presentation are not enough to answer that question.

Article 26-bis(1)(a), in the official legislative text hosted by MAECI, refers to securities issued by the Italian government. The PDF is consolidated to 12 December 2025. Have the responsible Italian professional assess the exact instrument and transaction against current programme requirements before giving investment instructions.

For example, an Italian company's bond and a security issued by the Italian government have different issuers. A product distributed by an Italian bank may also have a different issuer from that bank. Keep the distribution channel separate from the party responsible for the instrument's payments.

Distinguish fund units from the bonds inside the portfolio

The Bank of Italy's investment-fund guide explains that investors subscribe to units representing a share of a fund's assets. Those assets can include bonds issued by governments and companies. Owning a unit is therefore different from directly holding each bond inside the portfolio.

If you are offered a bond fund or ETF, ask which instrument you would acquire and which legal investment route the proposer says it satisfies. Request the reasoning for that conclusion. A portfolio allocation to Italian government debt does not, by itself, demonstrate that your holding meets the government-securities route.

This distinction is not a blanket conclusion about every fund or every other Investor Visa investment category. It is a reason to assess the actual structure rather than substitute a similar investment theme for the required legal analysis. A product may have a role in ordinary portfolio planning without establishing the residence outcome you seek.

Compare purchase price, face value and income

The Bank of Italy's government-securities guide distinguishes the price paid, face value and coupon payments. For a conventional fixed-rate BTP, coupons are calculated on face value, which is also the amount contractually repayable at maturity. Purchase price can differ from that value.

A simple hypothetical example illustrates the distinction: buying EUR 100 of face value for EUR 104 does not make the contractual redemption amount EUR 104. The relevant amount remains EUR 100, assuming the issuer pays, before considering income received, costs and taxes. A coupon percentage alone does not describe the investor's total return.

For your proposal, ask the professional to show the purchase amount, face value, accrued interest where relevant, transaction costs and anticipated payments separately. Also ask how the investment amount will be evidenced for the application. Do not assume that a nominal holding and the cash needed to acquire it are interchangeable for that assessment.

Assess a sale scenario as well as maturity

The central bank identifies interest-rate risk and credit risk for government securities. A fixed-rate bond's market price generally falls when market interest rates rise; the issuer can also fail to make promised payments. The fact that a security is issued by a government does not eliminate investment risk.

Ask how the proposed holding would behave if you needed to sell before maturity. Consider the price available, trading costs and the resulting amount you could receive. Keep that scenario separate from a projection assuming the security is held until contractual redemption.

If your household earns and spends in another currency, ask the relevant professional to assess the exchange-rate effect on your plan. Avoid building family expenses or another commitment around an assumed sale price or an unchanged conversion rate. These are planning questions, not a recommendation to buy, sell or select a particular maturity.

Keep financial liquidity separate from residence conditions

Being able to place a sell order does not answer whether selling is compatible with your investor-residence position. Have the Italian professional map the required holding conditions, the proposed security's maturity and the stage of your actual application or permit.

Ask what should happen if a security matures or a transaction is proposed during that period. Do not assume that cash proceeds, a replacement bond or a switch into a fund automatically preserves compliance. Obtain advice before instructing a disposal or substitution.

Our renewal-evidence guide addresses the separate record of continued investment. Ask the intermediary which records connect the instrument purchased, the account holder and subsequent holdings, and have the immigration professional confirm what the procedure requires in your case.

Bring a precise proposal to an Italy consultation

Prepare a short summary of the instrument, issuer, proposed purchase, maturity, costs and unresolved eligibility questions. Distinguish information supported by product documents from assumptions about future prices or administrative decisions.

MFG Consultants publishes an Italy Investor Visa guide and offers an individual enquiry channel. Discuss your Italy plans with MFG to define the work needed and the Italian professionals responsible for investment, legal and tax assessments. An enquiry does not certify a bond or appoint MFG to execute a securities transaction.
